People ask us this a lot, usually right after a contractor tells them a job has to wait. The honest answer is that Redwood City has a wider window for concrete work than most of the country, because we don't get a hard freeze. But wider isn't the same as wide open, and there are two stretches of the year that cause real problems on a pour.
Concrete cures by a chemical reaction between water and cement, not by drying out in the sun. That reaction likes ambient temperatures roughly between 50°F and 90°F. Below 50°F it slows way down, which delays finishing and can leave the surface soft. Above 90°F, especially with dry wind, it can set too fast on top before it's finished setting underneath, which is how you get plastic shrinkage cracks running across a slab within hours of the pour. Redwood City rarely hits either extreme hard, but it brushes up against both a few times a year, and that's what actually drives scheduling.
Why winter is the real obstacle, not cold
We don't get freeze-thaw cycles here worth worrying about. A frost morning in December or January might dip into the high 30s, but it's gone by 9am and it's not cracking a cured slab the way it would in a place with a real winter. The problem in a Redwood City winter is rain, not temperature.
The rainy season runs roughly November through March, with December through February usually the wettest stretch. Fresh concrete needs at least 4 to 6 hours of protection from rain before it can take a light shower without damage, and a hard downpour in that window will pit the surface or wash the cream right off the top. Beyond the pour itself, a wet subgrade is its own headache. If the soil under a driveway or patio footprint is saturated when we excavate, it won't compact properly, and a slab poured over a spongy base is a slab that's going to crack early. In the clay-heavy soil you find in the hillside neighborhoods like Emerald Hills or up toward Farm Hill, that swelling and softening from rain is worse than in sandier ground, and it can take days of dry weather after a storm before that clay is stable enough to build on.
The heat spikes we do get
Redwood City sits on the bay side of the Peninsula, so we usually miss the thick coastal fog that sits over Pacifica or Half Moon Bay, and we also miss the worst of inland heat. Most summer days top out in the mid-70s. But September and early October can throw a handful of 90-plus degree days at us, often with a dry north wind, and that combination is exactly the recipe for plastic shrinkage cracking mentioned above. On those days we pour early, sometimes before 7am, and we'll fog the surface with a fine water mist or lay wet burlap and plastic sheeting to slow the evaporation rate down. It's manageable, it just isn't a day to schedule a big driveway pour if we can help it.
The actual sweet spot
Late spring, roughly April through June, and again in September and October outside of any heat spikes, is when conditions line up best around here. Ground temperatures are moderate, rain is unlikely, and daytime highs sit in that 60 to 80 degree range where concrete cures at a normal pace without a lot of babysitting. That's when we do most of our driveway and patio work.
Timing after the pour matters as much as timing the pour itself. You can usually walk on a new slab after 24 to 48 hours. Driving a car on it takes longer, typically 5 to 7 days, and we ask people to hold off on anything heavier, like a moving truck or an RV, until it's closer to a full 28 days, which is when concrete reaches close to its rated strength. Control joints get saw-cut within the first 24 hours after finishing, before the slab has a chance to crack wherever it wants to on its own. None of that changes by season, but rain or heat can push the schedule around it.
What the ground here does to the timeline
Redwood City isn't one type of soil, and that changes how much lead time a job needs. Neighborhoods like Redwood Shores were built on fill over what used to be bay marsh, and that ground can settle unevenly and holds water longer after a storm, so we're more careful about compaction and drainage there regardless of season. Older parts of town, and the hill neighborhoods, sit on clay that expands when wet and shrinks when dry, which is part of why a lot of sidewalk repair calls come from those older streets where roots and soil movement have lifted panels over the decades. On a newer subdivision lot the base is usually more consistent and prep goes faster. On an older lot we sometimes find old brick, a buried irrigation line, or a previous slab poured on grade with no rebar at all, and that adds a day.
Permits and inspections
Most driveway, patio, and slab work inside Redwood City goes through the city's building division, and anything that touches the sidewalk or curb in the public right of way usually needs an encroachment permit on top of the building permit. Retaining walls over a certain height typically need engineering and a separate inspection for the footing before it gets backfilled. If your street is in an unincorporated pocket like North Fair Oaks, it's the county handling it instead of the city, and the process runs a little differently. Either way, inspections get scheduled around weather too, since nobody wants to inspect a footing excavation that's half full of rainwater.
